Forty-one filibustering senators can save the Republic this week. Or all 99 will surely be condemned by history for their failure to act when they had the legal power to do so.
In the coming months, we should expect many more words of explanation in Washington and many more failures in Afghanistan.
This November's voters look forward to the day when Madison once again would be found in the mainstream of current legal thought -- as he was when he formed the original stream.
