Rear Admiral Worthington is a former Commander of the Naval Special Warfare Command in San Diego, responsible for training and equipping Navy Special Operations Forces, SEALs and Special Boat Teams. Dr. Phillips, a cardiac-surgeon, heads up the Special Information Services (SIS) directorate at the NLM, which includes the Disaster Information Management Research Center (DIMRC). These two staff elements collect, examine, collate, and disseminate special medical information worldwide. It is an open source for timely medical information, including disaster management information and techniques.
